This is consistent with the 'European' non-legalistic approach. However, non-US companies are subject to both legal and regulatory rules, both in the US and elsewhere, and need to perform. Non-performance needs to have backed by the stick as well as the carrot.

And they should NOT think that delisting from the US exchanges will relieve them of their duties to perform.
