Personal time on business trips

What is the ethics and governance position of an executive who, while on a legitimate business trip paid for by the company, takes a few personal days off (paid for by him or herself)?

Is this legitimate or is this executive required to also pay for a portion of the travel costs?

My answer is NO.

Of course, the Company needs to tightly control business trips to ensure that they are legitimate.

On a related matter, the European Union Trade Commissioner, Peter Mandelson, was recently on an official trip and took a few personal days off and is currently being criticised.

Is this legitimate criticism?
