Research from TowerGroup, a Needham, Mass.-based financial-services advisory research and consulting firm, finds that regulatory compliance with the Sarbanes-Oxley Act is becoming increasingly difficult for smaller financial-services institutions that can't afford to increase both compliance and their overall technology budgets.
