What is going on with Aegon and ING?

What is this I read about Aegon about to buy ING? Is this another case of that typically-European phenomenon called building a national champion?

Should this come about, Aegon shareholders need to review closely the deal structure and pricing and ensure that their Board is thinking about their shareholder interests and only about their shareholder interests and not empire building.
