
The U.S. Securities and Exchange Commission voted yesterday to develop new rules to make it far easier for foreign companies to leave U.S. markets.
The move followed intense lobbying from European business groups, which complained that it is easy for companies to be listed on U.S. markets, but almost impossible to leave -- a system critics have called the U.S. "roach motel" model.
A growing number of European companies have been seeking to deregister from the U.S. because of concerns about the high costs of new governance measures, especially new rules about certification of internal control systems.
