Christopher Cox, chairman of the Securities and Exchange Commission, started a small business with his father in the 1980s that translated the Soviet newspaper Pravda into English and sold it in 26 countries.
Two decades later, and Mr Cox is again in the communications business. But this time his target is company filings.
