This month Sir Callum McCarthy, chairman of the UK's Financial Services Authority, gave a speech setting out the problems regulators face when keeping tabs on large international banks.
A fortnight later, he was presented with a very real example of the predicament when Barclays and ABN Amro set out the terms of their proposed merger.
