Seminar: Understanding Decision-Making in the European Union: Principles, Procedures and Practice

Target Group: Public officials requiring an intensive introduction or update on EU institutions and decision making.

Description: The seminar will cover the composition, competences and functioning of the EU institutions; procedures for the generation of Community law; the open method of coordination and other forms of non-legislative cooperation; and the more intergovernmental arrangements involved in the Common Foreign and Security Policy and in Police and Judicial Cooperation in Criminal Matters.

Method: A combination of lectures, case studies and simulation exercises, as well as the sharing of experiences between participants.

Objectives: At the end of the seminar the participants will have gained a good knowledge of the basic structure and competences of the EU institutions; will understand how the institutions interact between themselves and with the Member States in different EU policy areas; and will be aware of the linkages across pillars and between different methods of cooperation. They will have not only greater insight into the practical procedures involved but also a deeper understanding of the complexities and dynamics of the EU system.
