Proposal aims to strengthen employee rights


A proposal approved by the Executive Yuan on September 19, 2007, would strengthen employee negotiation rights during mass layoffs and prevent employers from malpractice when terminating employee contracts.

The proposed amendments to the Protective Act of Mass Redundancy of Employees (PAMRE) would:

* Broaden the eligibility under PAMRE to cover contracted employees.
* Require an independent third party to be the negotiation representative. The negotiation representative can not be elected within the company and can not be a board member of the company.
* Require employee’s negotiation representative to be elected from the affected department during mass redundancy.
