Should developed nations face the biggest cuts in carbon emissions?

A new UN report has found that developed countries must cut their emissions by 80 per cent before 2050 if global warming is to be limited to 2 degrees Celsius. But the report calls for China and India to cut their emissions by just 20 per cent by 2050. The reasoning is that developed countries carry more responsibility for past emissions, and have higher per capita emissions than poor countries (story link below). It is also argued that big emissions reductions for developing nations would curb their ability to lift their citizens out of poverty. Is this distinction fair? Vote below and add your comments.
