
Tricky question: How will Republicans react?
Don't tax you, don't tax me, tax that fellow behind the tree. This was a favorite saying of the late Sen. Russell Long of Louisiana, who chaired the tax-writing Senate Finance Committee for 16 years. His point was that Americans generally don't mind if Congress raises taxes--as long as it isn't on them.
Conversely, people don't mind if others get a bigger tax cut than they do as long as they get something for themselves. This was the key Republican insight. For many years, they were highly successful in cutting taxes for the wealthy by convincing those in the middle class that they shared a common interest. That interest was that they were all taxpayers in the literal sense and therefore in the same boat, tax-wise, regardless of income.
