During the two-day visit of US Secretary of State Hillary Clinton to our country last week, I thought there was a good chance for our country’s failing scorecard in the Millennium Challenge Corporation (MCC) corruption test to be taken up with her – especially so now that the MCC board of directors will meet on December 9 to decide, among others, if the Philippines is eligible to be granted full compact status.
Secretary Clinton is the head of the MCC board and such a full compact status is crucial to obtaining grant to the tune of $500 million to combat graft and corruption as well as poverty reduction.
This is what we lost when we flunked the MCC corruption acid test for two consecutive years. We qualified, however, in 2007 under the MCC’s threshold program and received $21 million to bankroll anti-corruption projects.
