Taxing CO2 Emissions at Europe’s Borders


Is the time approaching when the European Union will impose greenhouse gas controls on products and services imported from parts of the world that lack such regulations?

President Nicolas Sarkozy of France seems to hope so.

Addressing reporters at a European Union meeting in Brussels, Mr. Sarkozy reiterated his view on Friday that imports from countries with looser environmental rules should be penalized.

Europe put in place an emissions-trading system in 2005 that forces businesses to pay more to release more greenhouse gases.
