Do regulators have a role to play in judging culture and ethics?

Good morning ladies and gentlemen, thank you for inviting me once again to address this conference. This morning, I would like to use the opportunity to address an issue which I feel strongly is not receiving the attention it should. Namely, whether regulators should have a role in judging the culture and ethics of a firm?
The events that have occurred in financial markets since 2007 have rightly led to significant debate. However, this debate has focused around the purpose of financial markets and institutions, the role managers and owners, and the role that the authorities, governments, central banks and regulators play in controlling and shaping markets.
