There have been two buzzwords in Barroso II; transparency and web 2.0. These can go hand in hand, but the key to both is free access to information.
The EU institutions have, to differing levels, used the internet in more imaginative ways. Remember the controversy when Commissioner Wallstrom began a weblog? Just a few years ago, this was seen as radical, now it is being increasingly used as a tool to speak more directly to the European citizens.
