How would the proposed carbon tax send a price signal to emissions-intensive, trade-exposed industries, to reduce greenhouse gas emissions, if they receive high levels of compensation in the form of free permits?

There is an emissions intensity baseline set across an industry. So, for aluminium smelting there's an average emissions intensity across the industry. Provided you meet the threshold tests you get 94.5 per cent of your permits free.
