The European Development Fund EDF contriubution to a sustainable road network in Sub Saharan Africa



On 15 January 2013 Mr. Szabolcs FAZAKAS, Member of the Court, together with Mr. Gérald Locatelli (Head of Unit) and Mr. Werner Vlasselaer (Team leader) presented the Court’s Special Report to the press in Brussels.

After explaining the background of the audit, Mr Fazakas highlighted why this special performance audit was carried out, and what the main conclusions and recommendations of the Court’s report were.

In Sub-Saharan Africa, roads are the dominant mode of passenger and freight transport, as they account for more than 80 % of total movements of goods and services. Roads are crucial for regional integration, economic growth, social development, effective public administration and security. Road transport is a focal sector of EDF cooperation strategy with most Sub-Saharan African countries. Financially, it is by far the most important area, with about € 7.4 billion in EDF commitments made in this region over the period from 1995 to 2011.

Fazakas told the press that the audit dealt with the sustainability of roads in Sub-Saharan Africa. The auditors examined whether the EDF has contributed to sustainability of the road network in Sub-Saharan Africa effectively, whether the road infrastructure supported by the EDF is sustainable, and whether the Commission effectively promotes the sustainability of roads.
