The gas sector is vital for the Russian state both as a source of revenue and as a tool of foreign policy. However, its current centralised structure has impacted on its ability to respond to new trends and changes affecting the global gas market, including the rise of unconventionals and the opening of the Arctic. If and how resources in these areas are developed over the next decade will have implications for the Russian economy as well as gas price and security in Europe.
The speakers will discuss the new drivers and challenges for gas development in Russia and will consider future challenges for the industry structure and export policy. Philip Vorobyov will provide an overview of the relationship between the Russian state and the gas industry over the past two decades and will review current changes in gas pricing and gas taxation policies. Michael Bradshaw will focus specifically on Russia’s export policy and prospects for LNG exports to Asia.
