Reducing administrative burdens: effective inspection and enforcement

The review’s aim has been to identify ways in which the administrative burden of regulation on businesses can be reduced, while maintaining or improving regulatory outcomes. It has considered the work of 63 national regulators and 468 local authorities, set out in more detail in chapter 1.

The administrative burden of regulation is the cost in time or money of regulators’ inspection and enforcement activities. The review has considered the burden imposed by licensing, form filling, inspections, and enforcement activity including prosecutions. It has also looked at how the structure of the UK’s regulatory system affects the ability of regulators to minimise administrative burdens when interacting with, and encouraging compliance from businesses.
