Relocating Headquarters

Over the past few weeks/months, Sandoz, the generic drug arm of Novartis, has been looking for a new headquarters location, and announced that they were choosing between Germany, Austria and Switzerland, was this a shortlist or THE list, coincidentally, all German speaking?

They have gone for Munich, Germany.

Given that we are all interested in maximizing shareholder value, is there any reason why their choice was not more wideranging?

Did they look into Singapore, Sydney, Dubai, Barbados (to name a few)?
