Who is in charge in Russia?

There is much talk in the market wondering about what is going on in Russia.

Who is in charge? President Putin or the tax authorities or the justice department or the Russian mafia?

There have been complaints that President Putin has lost control and that Russia is not a safe place to invest.

While the last comment may be true, I would like to think is that the rule of law is in charge, not any of these...

It is necessary the rule of law be in charge and NOT President Putin or the tax authorities or the justice department or the Russian mafia.

Only then will it be safe to invest in Russia!
