What has BP been doing with its Texas refineries, and where else one wonders, to have got itself in such a mess. So much spent on greening their image and dropping the ball in such obvious areas.

Joseph Moise, a veteran boilermaker, says each time BP suffers another accident he relives the March explosion at the UK oil and gas company's Texas City refinery in which 15 people died and more than 170 were injured. BP's Texan operations have suffered another explosion, a fire, and a spill in the four and a half months since then.
"Sometimes I think they don't ever want me to forget what happened," Mr Moise says. His leg got caught between hoses in escaping the inferno, leaving him with torn ligaments and mental anguish that has him bitter and angry, snapping at his six-year-old daughter.
