African Union turns down tough measures on democracy


Ministers meeting ahead of an African Union summit this weekend failed to adopt a charter on democracy and good governance that would seek to limit the scourge of coups and power-grabs, South Africa's foreign minister said.

The draft charter aims to discourage unconstitutional changes of government in Africa, where coups and the manipulation of basic laws have often been used as weapons to get into office or extend a grip on power.

A series of meetings to fine-tune sections of the charter -- first studied in 2004 -- and revise a July 2000 Lome declaration on unconstitutional changes of government have been taking place up to earlier this month, according to a conference document.
