Gloria Macapagal Arroyo, president of the Philippines, has drawn widespread criticism for pardoning disgraced former leader Joseph Estrada just a month after he was convicted on charges of large-scale corruption.

The Makati Business Club, a grouping of leading domestic companies and foreign investors, reflected a widely held view when it warned that the decision could “reinforce perceptions that the powerful are above the law in the Philippines”.
