Most wanted Nazi sought in Chile

The most interesting thing about this case is that the authorities believe he is still alive because he has a deposit of $1.6 million in a German bank and his heirs have not claimed it, which would require proof of death.

What I don´t understand is, if it can be proved that these funds are owned by this war criminal, why don´t his victims and/or their heirs sue and claim compensation?
